وَإِذۡ قَالَ إِبۡرَ ٰ⁠هِـۧمُ رَبِّ ٱجۡعَلۡ هَـٰذَا بَلَدًا ءَامِنࣰا وَٱرۡزُقۡ أَهۡلَهُۥ مِنَ ٱلثَّمَرَ ٰ⁠تِ مَنۡ ءَامَنَ مِنۡهُم بِٱللَّهِ وَٱلۡیَوۡمِ ٱلۡـَٔاخِرِۚ قَالَ وَمَن كَفَرَ فَأُمَتِّعُهُۥ قَلِیلࣰا ثُمَّ أَضۡطَرُّهُۥۤ إِلَىٰ عَذَابِ ٱلنَّارِۖ وَبِئۡسَ ٱلۡمَصِیرُ

قَوْلُهُ تَعالى: ﴿وإذْ قالَ إبْراهِيمُ رَبِّ اجْعَلْ هَذا بَلَدًا آمِنًا﴾ الآيَةَ؛ يَحْتَمِلُ وجْهَيْنِ:

His, the Exalted’s, statement: “And when Abraham said, ‘My Lord, make this a secure city’” the verse; bears two possible interpretations:

أحَدُهُما: مَعْنى " مَأْمُونٍ فِيهِ " كَقَوْلِهِ تَعالى: ﴿فِي عِيشَةٍ راضِيَةٍ﴾ [القارعة: ٧] يَعْنِي مَرْضِيَّةً. والثّانِي: أنْ يَكُونَ المُرادُ " أهْلَ البَلَدِ " كَقَوْلِهِ تَعالى: ﴿واسْألِ القَرْيَةَ﴾ [يوسف: ٨٢] مَعْناهُ: أهْلَها؛ وهو مَجازٌ؛ لِأنَّ الأمْنَ والخَوْفَ لا يَلْحَقانِ البَلَدَ وإنَّما يَلْحَقانِ مَن فِيهِ.

The first of them: the meaning is “made secure within it,” like His, the Exalted’s, statement: “in a pleasing life” [Al-Qari’ah: 7], meaning, one that is pleased with. And the second: is that what is intended is “the people of the city,” like His, the Exalted’s, statement: “And ask the town” [Yusuf: 82], its meaning is: its people; and this is a figure of speech, because security and fear do not befall the city, but rather they befall those who are in it.

وقَدِ اخْتُلِفَ في الأمْنِ المَسْؤُولِ في هَذِهِ الآيَةِ، فَقالَ قائِلُونَ: سَألَ الأمْنَ مِنَ القَحْطِ والجَدْبِ؛ لِأنَّهُ أسْكَنَ أهْلَهُ بِوادٍ غَيْرِ ذِي زَرْعٍ ولا ضَرْعٍ، ولَمْ يَسْألْهُ الأمْنَ مِنَ الخَسْفِ والقَذْفِ؛ لِأنَّهُ كانَ آمِنًا مِن ذَلِكَ قَبْلُ، وقَدْ قِيلَ: إنَّهُ سَألَ الأمْرَيْنِ جَمِيعًا.

And there has been a difference of opinion regarding the security sought in this verse. Some have said: he asked for security from drought and barrenness, because he settled his family in a valley without cultivation or livestock, and he did not ask Him for security from being swallowed by the earth or pelted [with stones], because it was secure from that before. And it has been said: that he asked for both matters together.
